Once thsi file is removed, Picture Manager opens instantly when double-clicking an image file and OIScatalog. All is fine for a few days, until the slowness returns. It could be your video driver, slide down the acceleration on your video adapter, right-click the desktop, properties, settings tab, advanced button, troubleshoot.
