To get an Insider preview you must have had an activated public release installed on your computer. You also have to been signed up as an Insider using the Microsoft Insider site.

If you purchased the upgrade from Home to Pro through MS Store, the install did not activate as it is tied into your hardware as Home. You need to go back to the Store to enable your purchase of Pro to activate. It would be recorded there that you already purchased Pro for this device using same MS account you purchased with.

There is known issue seen many times in Windows 10 forum. This should downgrade Enterprise to Pro and activated it using your digital key. I just did this test while network was connected and it work without issues. Maybe you should start with clean install of 20H2 Pro and try to get your purchased license to work with that first and then turn back to Insider program.

You just skip that step during the install process. If you bought Pro and upgraded from Home the product key should have been provided to you during the purchase.
